77 accelerator spring?

finally gotten down to some real jobs on the car & working on the carb I cannot get the revs below 1000rpm..rebuilt & cleaned carb..but one thing I have noticed is there is no spring where the lever inside engine bay from pedal goes directly up to the cable housing & then to carb...should there be? It's a 1977 839cc 1126 Thanks for help.
 
Only spring is on carb itself that goes across to inner wing
Worth checking there is slack on cable if screw on carb has no effect
Also possible the choke fast idle rod has been set incorrectly holding accelerator open
 
thanks that's good to know, I couldn't quite figure out how another spring would reduce the rpm. I've taken the carb off again & am using Mojobaby's tutorial to check the rod is set right at the moment! Done most other things..static timing, points, plugs, oil change, who knew no filter!
