100 % that it is the heater matrix/small radiator inside the car that is blocked up .All you can do is replace the unit with a new one .About a 5 hour job .My youngers brother had the same fault with his clio .I did try blasting a steam cleaner through the system while it was still in the car but it had only a small effect on the heat coming out.
