My R4 has been running like a sack of S**t of late. I've changed the ht leads, dist cap, spark plugs etc etc... I then found this picture and noticed the two holes on the carb, arrowed, are filled where mine are both open so I put my finger over the left hand hole and hey presto, the car started purring like a kitten....
Question; what is it that is plugging the holes??

Please help!!!

I think it's just a thin copper or a brass plate.
You could make one out of alluminium and use epoxy to glue it in.
 
The holes are there to enable drilling of some passages inside the carb at the stage of manufacturing. After this, they are sealed with these brass plugs. How these came loose off their bores is beyond me, as they are a tight fit...
Just do what David suggested, find a tight fitting plug and seal them.
