    It's not at all likely that your crank is seized. It's much more likely that the piston rings are a bit rusted and stuck to the bore. Use a little diesel fuel as suggested, (or a 50/50 mix of acetone & ATF).

    When I had my first car, (a Fiat 128 Rally), in 1978, one of my friends had a 12TL just like yours. By the way, M-reg was August 1973 to July 1974, so it's unlikely to be 1971 unless it was an import or hanging around the dealer for a couple of years.

    I assume that test was done at idle, (or at a little above idle), where the fuel passes through the adjustable idle mixture jet. Above idle, the mixture is set by fixed, (replaceable, not adjustable), jets and it will be richer than that, (otherwise it wouldn't be running at all well!).

    For the UK Mot, it depends on the age of the car: Prior to 1975 (or it might be 1974; I can't remember), it's a visual check only, for excessive smoke emission.
