Chassis vs. oval plate number

A 1976 R4 visited my workshop today, and I thought to compare its chassis number with another '76 car I have in the workshop. Diamond plates are only 8 numbers apart!



However, oval plates differ by 207 numbers, with the white car having the smaller number:
