Fuel pump and spark

1984 R4 GTL French. I leave my car in France for up to 6 months most years. There’s always a problem starting the little beauty. Fuel appears to drain back into the tank and I end up pouring some into the pipe with a funnel to get it going. Any thoughts on an electric pump? The electric side is generally the points sticking. Any thoughts on electronic ignition?

I fitted a FACET low pressure electric pump works well with one small problem the pump pumps all the time so when going slow in traffic its not using all the petrol so you hear it tick and sometimes annoys this might depend more and how you have it mounted
