A torsion bar can NOT be welded and by the looks it's a front torsion bar.
You can buy them here (France) https://www.palace-de-lancienne.com/train-avant/barres-de-torsion/
Don't know if parts are available at Croatian R4 clubs or maybe in Slovenia as the R4 was produced over there from 1972 till 1992.
Maybe you could contact Jan Mlinar https://renault4.si/sl/kontakt
I recently bought a very good R/H torsion bar/anchor from Huart in France, and he still has the L/H torsion bar/anchor available that you require. For only €25 although the shipping to Cyprus was €80. So my R4 GTL ride height is now fixed at last ! These torsion bars can go weak and break despite what some R4 owners say.

Sometimes the torsion bars just break due to age or whatever.
It can break under severe conditions but I wonder if the Marreau brothers ever had a broken torsion bar during the real Paris-Dakar rallies with their Renault R4 when they finished third in 1980
