When both the crank- and camshaft are set on their timing marks (so cam shaft timing mark pointing up and cranksshaft timing mark pointing down) and you've locked the flywheel with the pin then the timing is perfect and locked. It's the only way otherwise you could not insert the locking pin.
After replacing the timingbelt you set the tension and removing the locking pin you just turn the engine on the crankshaft x times.
It's just ment to settle the belt and tension. After this turning excerise you check again the timingbelt tension (frequenty) and that's it.
Remember that the crankshaft turns 2 times and the crankshaft 1 time for a full 4 stroke cycle, after two complete rotations the marks on the timing belt should again be in line with the crank and camshaft timing marks.
Turning the engine is also easier when removing the spark plugs so you don't build up compression
