Zenith 32 IF2 question

So someone appears to have mutilated the top of my carb and the stainless steel 'finger' has been twisted so that it no longer operates the rubber valve. I'm not sure what purpose the rubber valve has and the engine does seem to run OK. I have the kit to rebuild the entire carb except that the rubber valve is not included in it, plus I need to summon up enough courage to tackle it as I have no manual or docs to work from.

Can anyone tell me what purpose this rubber valve has and whether it is strictly necessary?

I'm not familiar with the Zenith 32-IF2 but could it be a degassing valve?
