Please can any one tell me were this photo comes from and what is about?.

I would like a copy in high resolution so I can check the car at the rear of the queue as I think it may be a Rochdale Olympic.

The photo is an old Renault advert with a play on words that means roughly "Often passed, never surpassed". More knowledgeable members here could tell you the year of the photo from the car.
I haven't seen a higher resolution copy around, but you could try http://www.allez-y.info/ for all there is to know about old Renault adverts.
 
This photo was part of a 10-photo collection by Thierry des Ouches called 'Les Adieux de la 4L' ('the farewell of the Renault 4'). According to Wikipedia:

To mark the end of Renault 4 production, a retrospective series of ten black-and-white photographs by Thierry des Ouches was published in Libération in early December 1992. This series later won first prize from Le Club des Directeur Artistiques in the category of daily newspaper. It was also award the lion d'or at the Cannes Lions International Advertising Festival.​

I suppose you'd need to contact Thierry (http://www.thierrydesouches.fr/) to obtain a higher-resolution copy, but it might be that the cars in the background are out of focus in the original photograph anyway.

Hmm, it does look a bit like a Rochdale Olympic, but I'm thinking as the setting is probably in France it has the look of a Panhard, which is much more likely.
