Inspection hole in clutch / timing block ?

Having spent some time recently rust proofing the underside my 1988 R4 I noticed a large circle hole in the casting between the engine and the gear box. Believing this should have a protection cover I checked this out at my local French garage and was told it was OK.

I think it might be the clutch / timing housing ? Can anybody please offer me any guidance or advise?
