Rear brake imbalance on R 4

I had serious difficulty passing MOT last year because of imbalanced braking of rear wheels.
Tried everything, new seals, cylinders and shoes and reluctantly it was passed.
Is the problem likely to be with the rear pressure limiter valve and is it worth changing it anyway and if so wher can a new one be found?
I've looked through der Franzose website but can't see any.

I have a brand new one on the shelf. Its for a 3 brake line system. You need to check that first.

I have a 1981 R4 GTL. It has drum brakes all round and had issues passing its CT exam, (French MOT) due to a front brake imbalance. The problem turned out to be the Master Cylinder. Once changed the car passed with flying colours. They are about €80 new from Der Franzose. Hope this helps.
