Bonnet is closed solid and can't get to the release from under car

Not sure what you are showing us there. Doesn't look very Renault 4 to me, or am I missing something? Try pressing the button by the gear-stick inside the car.

These are the bonnet hinges, the bonnet opens the other way.

Bonnet is closed solid and can't get to the release from under car

On an R4 the bonnet catch is located at the top against the bulkhead the bonnet hinges are at the front so as @angel wrote the bonnet opens the other way aka the save way.
The release is a press knob right of the geastick as @Cornish4 wrote.
It's not a run of the mill car where the catch is at the front above the grill
