The spares accumulated over my years of R4 ownership are steadily being sold off through eBay and amongst the items yet to be listed is a towbar with detachable ball but without electrics. I bought it to fit to my 4 as protection against those who 'park by feel' (hence the absence of electrics).
It's a home design made from very heavy gauge angle iron sections and I was informed when I bought it that, unlike a factory-made towbar, it could be fitted without having to disturb the tank. It would benefit from being stripped and repainted - I never got round to it.

I'm in a similar situation, I'm looking for a towbar for Claudia my 1980 R4 so she can pull a camping trailer this summer. I live in Western France where Claudia and myself are members of the Citro Club Labsie. The Club's function primarily is to restore classic citroens but their members have been taken by her modest charm and she can often be seen surrounded by 2CV's, Traction Advants and several stunning DS's all in various stages of restoration. The guy's there are very knowledgeable about all retro French cars and their advice to me is to convert a Mk1 or Mk2 Volkeswagen Golf towbar that can be easily obtained and readily adapted. Apparently the R4 towbars are now very hard to find. Hope this helps

I believe that there is someone in UK who is capable of making tow bar for R4.
If not then you have contacts for that Slovenian manufacturer in link that i gave you.
I really do not know how much will cost brand new tow bar and how much would be shipment.
I can tell you that parcel send from HR to UK up to 20kg is some 50€.
I believe that tow bar do not have more than 20kg.
